Information About The Department
The Colorado Department of Human Services serves Coloradoâs most vulnerable populations. CDHS assists struggling Colorado families who need food, cash, and energy assistance to provide for their families; families in need of safe and affordable child care; children at risk of abuse or neglect; families who struggle to ! provide care for their adult children with developmental disab! ilities; youth who have violated the law and need structure and guidance to grow into responsible and compassionate adults; Coloradoans who need effective treatment for mental illness or substance abuse issues; and families who need resources to care for their elderly parents or nursing home care for their veteran parents.
The Division of Procurement works to perform the following functions:
Purchase, warehouse and distribute all commodities and services required by Department of Human Services North/Central District under State rules and regulations, and by using the State of Colorado competitive bidding to provide best quality for lowest prices; Maintain inventory control of all DHS N/C District capital assets in accordance with State fiscal rules; Advise DHS users and vendors regarding rules, regulations, policies and procedures; and Oversee district office and warehouse operations that pertain to the purchasing of goods and services; warehousing, inventory ! control and distribution of commodities required by Department of Human Services; utilization of competitive bidding to provide best quality and value; and administration of Procurement Credit Card (P-card) program for DHS.
Description of Job:
This position exists to :
Assure compliance with State Fiscal Rules, Procurement Code Policies, CDHS Purchasing and other applicable CDHS policies and procedures that impact procurement; Advise CDHS Staff and others of correct District procurement procedures; Aid in the development of district procurement procedures; Take the lead in developing curriculum for formal and informal training, and trains DHS staff on these procedures; Purchase various commodities and services for DHS North/Central Districtâ"in the form of Purchase Requisitions in excess of $5,000 and Construction & Building Improvements purchase ordersâ"less than $150K. Take the lead on behalf of the Department of Human Services the transit! ion and training for Colorado Financial Reporting System (COFRS) Modern! ization.
Minimum Qualifications, Substitutions and Conditions of Employment:

Minimum Qualifications
Education : Graduation from an accredited college or university with a Bachelorâs degree in Business, Law, Finance, Accounting, Information Technology, Human Services, or closely related field.
AND
Experience : Two (2) years professional experienc! e with experience in the following areas:
Performing procurement duties, including sourcing, RFP development, bid analysis, and purchasing for a private or public entity; Developing and providing training curriculum to variety of stakeholders; and Performing procurement duties related to Information Technology systems and implementation.
Substitution : A combination or work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the Bachelorâs degree.
A Masterâs or Doctorate degree from an accredited college or university in Business, Law, Finance, Accounting, Information Technology, Human Services, or closely related field may be substituted for the Bachelorâs degree and, at the agencyâs discretion, one (1) year of professional experience (for a Masterâs D! egree) or two (2) years of professional experience (for a Doctorate deg! ree).
Definition of Professional Experience : Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
Conditions of Employment
Candidates must pass a Colorado Background of Investigation background check, a Federal Bureau of Investigation background check, and drug screen prior to start date with the Department.
Preferred Qualifications
P! reference will be given to candidates with greater depth and breadth of experience with procurement in either public or private sector entity. Preference will be given to candidates with greater depth and breadth of experience working with IT systems performing system implementation and/or training. Demonstrated experience utilizing Microsoft Office Suite. Demonstrated experience utilizing the Colorado Financial Reporting System (COFRS) or comparable EPS/ERP systems. Demonstrated working knowledge and experience with the Stateâs contracting process, and reviewing contract terms and conditions. Preference will be given to candidates who have professional experience working as a paralegal. Preference will be given to candidates who possess a Certified Professional Public Buyer/Officer (CPPB/CPPO), or other recognized procurement certification.
Highly Desirable Knowledge, Skills, and Abilities
Demonstrated working knowledge and experience with high level procure! ment RFP processes; Demonstrated working knowledge and experience with ! sourcing to identify potential suppliers/vendors for goods and services; Demonstrated working knowledge and experience with Microsoft Office suite, including Excel, Word, PowerPoint, and Access; Demonstrated working knowledge and experience with COFRS, Colorado Bids Information and Distribution System (BIDS), and/or Contract Management System (CMS); Ability to effectively communicate in both written and oral format; Ability to identify the needs and expectations of business partners, and demonstrate commitment to effectively meet those needs and expectations; Ability to develop constructive and cooperative working relationships with others, and maintain them over time; Ability to locate and identify discrepancies utilizing spreadsheets and other written communications; Ability to be honest with business partners, prospective suppliers/vendors, and colleagues; and Ability to work as a member of a team, including communicating with peers and other professionals to ensure time! ly completion of work projects.
