Description of Job
This position designs, implements, and administers a state wide quality management, continuous quality improvement program and infectious disease program for a state correctional healthcare system as a major component of supporting the Division's mission. This position reports to a Regional Health Services Administrator. This position works closely with the Chief Medical Officer to measure and evaluate the quality of care being delivered and coordinates the processes to ensure the continuous improvement of care; reports critical statewide and facility specific trends based on all the component of the program to the management team of Clinical Services to initiate actions and establish or revise health care delivery policies related to quality management. This position monitors reporting mechanisms to assure the Department is in HIPAA compliance. The Clinical Services management team relies on the information collected, analyzed and reported by this position to make important health care policy decisions to ensure the patients are receiving the appropriate quality of care through deliberate analysis and nursing experience with infectious disease reports and containment; determine guidelines and recommendations to be implemented at the facility. This position coordinates with and is often the primary contact person with other agencies or state departments such as State Health Department and the contracted managed care company.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:
Applicant must possess a bachelor's degree from an accredited institution in nursing or field related to required license.  You must attach a copy of your transcripts that include the name of the accredited institution, your name, type of degree received and date the degree was awarded.  
Applicant must have five years of professional experience providing direct patient care as a Registered Nurse, Nurse Practitioner or Physician Assistant.  

SPECIAL QUALIFICATIONS:
Applicant must possess a valid, active license from the State of Colorado as a Registered Nurse, Nurse Practitioner or Physician Assistant.
Applicant must have one year of experience working in a Quality Management Program as a Registered Nurse, Nurse Practitioner or Physician Assistant;
Applicant must have at least six months of nursing supervisory experience.  Supervisory experience includes making decisions that affect pay, status and tenure of subordinate employees.

Substitutions:
Nursing experience will substitute for the degree requirement on a year-for-year basis.
Additional education in nursing or field applicable to required license will substitute for the required experience on a year-for-year basis.
Required Competencies: 

Advanced knowledge and a thorough understanding of health care delivery, standards of practice, quality improvement, and effective and accurate statistical analysis of quality of care;
Exceptional leadership and interpersonal skills with the ability to collaborate effectively across facility programs and with internal and external stakeholders;
Strong organizational skills with the ability to effectively manage all quality improvement activities within the CDOC Clinical Operations while ensuring healthcare measures are met; 
Excellent written and verbal communication skills;
Ability to provide meticulous attention to detail;
Ability to provide analytical expertise in strategic planning, operational effectiveness and progressive evaluation of measurements;
Ability to provide expert testimony/evidence regarding the quality of care provided to offenders;
Ability to maintain extensive knowledge of current trends and legislation regarding the quality of healthcare.
Preferred Qualifications: 

Experience leading and managing a statewide quality management program for a correctional healthcare system to include the planning, designing, developing and revision of the program;
Current certification from a continuous quality improvement accreditation organization such as the Health Care Quality Certification Board or other similar accreditation agency. To ensure you meet this preferred qualification, attach certification(s) to your application;
Extensive experience investigating, analyzing and reporting the quality of patient care outcomes;
Experience managing and providing oversight of a Quality Management Program;
Experience as a subject matter expert on continuous quality improvement processes in the healthcare industry;
Leadership experience in health care delivery, standards of practice, and quality improvement;
Experience in the management of infectious disease outbreaks and disease processes/treatment.

Conditions of Employment:

Have NO felony convictions, to include any actions defined in 5 U.S.C. 301; U.S.C. 509, 510; 42 U.S.C. 15601-15609. The CDOC shall not hire nor promote anyone who may have contact with an offender who has engaged in sexual abuse which includes acts, activity, and sexual behavior,  in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents;
Successfully complete the Department of Corrections Basic Training upon hire, initial drug screening, and random drug screening throughout employment;
Possess the physical ability to successfully complete PPCT (Pressure Point Control Tactics);
Lift arms above head and kick as high as own waist;
Stabilize another person to accomplish a controlled take down;
Use arms, palms of hands, shins, and feet to deliver blows;
Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;
Swing a baton in a striking technique;
Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;
Get down on one or both knees and up again with multiple repetitions;
Positions that have direct contact with offenders may be exposed to Oleoresin Capsicum;
Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;
Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;
Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;
Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;
Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;
Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;
Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;
Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;
Willing and able to travel;
Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;
TB (tuberculosis) screening is required of all new employees upon hire;
Successful completion of a background investigation is required. Should applicant's background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges;
We are committed to maintaining a drug and alcohol free work environment, and our employees are expected to comply with all state and federal laws.  A pre-employment drug test will be administered at any part of the selection process, and applicants who test positive for any controlled substances, including marijuana, will be disqualified from consideration.  Random drug screening will occur throughout employment.
