The project includes approximately 1,200,000 square feet, including primary, secondary, and tertiary care services; bed towers, mental health, and nursing home; associated administrative and suppo! rt facilities; utility and energy plants; and a combination of surface and structure parking. This project consists of a campus of multi-story facilities which will house a full range of inpatient and outpatient services.
The estimator serves as an on-site support to the client located in Aurora, CO. The CM estimator should have a degree in, engineering, architecture, or construction management and will support the Resident Engineer staff in the administration of the âReplacement Medical Center, ECHCSâ construction contract. Provide CM agent services for the Pre-Construction, Construction and/or Post Construction Phases to include but not limited to renewable energy, LEED certification (Silver), value engineering, design, constructability reviews, etc.
The purpose of this service of Cost Estimator is to assist the project executive and senior resident engineer in performing monitoring and cost control of construction for compliance with contract requir! ements for this project on a non-personal services basis. Also! , CM personnel shall not perform actions that are to be performed by the Government including but not limited, accepting or rejection of work, signing change orders, and signing off on submittals and punch lists. In supporting the Resident Engineer Staff in the management of the construction project, the CM will be required to perform services including, but not limited to, the following (in no particular order):
Develop, implement and maintain cost control systems on the project. Work with resident engineers and staff and help predict the cost of the project.
Perform a variety of accounting techniques and principles to establish the estimated costs.
Coordinate home office design phase CMa support services which may include design and constructability reviews, scheduling, estimating/estimate reviews and value engineering.
Provide conceptual cost estimates during Pre-design phase. Perform construction cost estimating with the use of CAD ap! plications for determining the final project values. Perform quantity surveys from design documents and applies cost to quantities of materials. Identify unusually high cost items in relation to other facilities.
Review contractor's cost proposals for technical compliance with contract requirements, in order to make recommendations to the SRE for final approval of proposals; review contractor requests for payment for accuracy and acceptability and then submitting a written recommendation to the SRE for final approval authority on the payment; prepare estimates for technical changes and review contractor change proposals and cost breakdowns for proposed quantities of labor, equipment and materials; provide written feedback and recommendations to the Senior Resident Engineer; maintain accurate and complete files relating to the CM services on the project that the Government may inspect at any time; identify progress delays and recommending appropriate corrective meas! ures to the SRE toward mitigating delays and maintaining the progress s! chedule.
Utilize computerized management system applications such as Paragon for documenting progress, processing requests for information, preparing draft contract modification documents for the senior resident engineerâs use, etc; maintain an inventory of materials, supplies and equipment and monitoring the quantity of materials used in the general administration and conduct of office operations.
Submit daily and/or monthly reports indicating work completed work in progress with estimated completion dates, work scheduled, and outstanding work
Training and Experience
Degree is preferred
At least 10 years of building facility experience is required
Knowledge of federal accounting regulation, federal acquisition regulation, and commercial accounting practices and standards is required
Demonstrate the knowledge and experience with IDc (ECI, CMc or CM@R) projects, such as preconstruction, new construction, renova! tion, alteration and repair
Knowledge and use of basic construction software and computer applications to include CAD and 3D modeling (BIM).
Ability to review design and construction plans against existing site conditions, assess the need to make changes because of unforeseen design problems, and propose cost effective solutions.
Local Market Knowledge
Ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computers. Ability to utilize a project management database program for administration of contract documents.
Ability to communicate orally and in writing, interpersonal qualities and to negotiate effectively.
OSHA Safety Training Preferred
