Information about the Department
The Colorado Department of Human Services (CDHS) serves Coloradoâs most vulnerable populations. CDHS assists struggling Colorado families who need food, cash, and energy a! ssistance to provide for their families; families in need of s! afe and affordable child care; children at risk of abuse or neglect; families who struggle to provide care for their adult children with developmental disabilities; youth who have violated the law and need structure and guidance to grow into responsible and compassionate adults; Coloradoans who need effective treatment for mental illness or substance abuse issues; and families who need resources to care for their elderly parents or nursing home care for their veteran parents. CDHS staff are committed to providing the right services to the right people in the right setting and at the right time.
The Background Investigation Unit, Child Abuse Records and Appeals, screens individuals who request background screens against the state departmentâs confidential automated data system, TRAILS, and reports back the outcome of the investigation. The Trails system captures the reports of child abuse and neglect that have been investigated by County departments of human/socia! l services. Individuals are required to be screened against this data set when seeking employment involving children, foster care placements, adoption and volunteer activities. The unit provides information to other states wherein former Colorado residents currently reside when the individuals seek to be foster care placement families. The unit also handles all of the activities related to receiving, logging, depositing the fees that are charged for the background screening process.
Description of Job:
This position performs confidential background screens against the Trails data system and maintains the tracking system for each screen request. The position must generate the required response to each request and respond to inquiries from customers across the country. In order to perform the functions, the position is required to provide technical assistance by utilizing judgment, technical knowledge, computer skills, background screening tools and interp! ersonal skills at the highest level. The position is required to educat! e other units within the department, county departments, other state departments, local agencies and individuals as to the basic processes underlying the Trails background screening procedures. The position is also required to use learned knowledge to exercise judgment in providing quality customer services in prioritizing emergency or unusual requests. The position reviews and makes recommendations to management regarding overall processes and procedures of the Background Investigation Unit. The position functions as a backup for the fee deposit staff. Reviews the daily deposits for accuracy to ensure that the fees that are received are properly processed, including reviewing the data entries and tallies.
Minimum Qualifications, Substitutions and Conditions of Employment:
The Colorado Constitution, Article XII, Section 13 requires that applicants for state classified government jobs be residents of Colorado.

Minimum Qualifications
Experience : Three (3) years of experience performing complex entry, input, and search functions utilizing confidential or propriety computer-based data systems, as well as experience utilizing the Colorado Trails database.
Substitution(s) : A bachelorâs degree from an accredited college, university or non-correspondence school course work related to performing complex entry, input, and search functions utilizing confidential or propriety computer-based data systems may substitute for the required experience.
At the agencyâs ! discretion, demonstrated proficiency on position competencies may subst! itute for the required experience.
Preferred Qualifications
Demonstrated proficiency utilizing and navigating the Colorado Trails data system to conduct complex background investigations and background checks.
Experience utilizing multiple data system formats (e.g., computer-based systems, MS Excel, MS Access)
Demonstrated experience receiving payments for deposit into state accounts.
Utilization of knowledge of state statutes, rules, procedures, and practices related to child abuse confidentiality requirements, child abuse or neglect background checks and investigations, or child abuse appeals processes.
Experience with customer service related to background check inquiries and complaints, or other customer inquiries involving emotional, difficult and stressful situations.
Graduation from an accredited college or university with a Bachelorâs degree related to performing complex entry, input, and search functions utilizing confidential or ! propriety computer-based data systems
Highly Desirable Knowledge, Skills, and Abilities

Conditions of Employment
Must pass a Colorado Bureau of Investigations and a Federal Bureau of Investigations background check as a condition of employment. Included in the background check is a current and/or previous employer check. Your current and/or previous employers within the past 10 years at a minimum must be listed on your job application (most recent in descending order), even if the job or duties are unrelated to the position for which you are applying. Incomplete employer information (address, phone number, and supervisor) or omission of former employers may result in a disqualification of your application.
Must pass a Trails background check. This check reviews the child abuse and neglect records and reports in the Trails database.
