Essential Functions and Objectives:
The Center Program Specialist is a key member of the Department of Extended Learning and Community Schools. The Program Specialist is responsible for overseeing a licensed child-care program including hiring staff, recruiting & registering participants, handling logistics, collecting data, preparing reports, and coordinating all aspects of the program at a DPS school. The Program Specialist is responsible for the assurance of quality and engaging program that is driven by student, school and community need and works to be actively engaged in the school community.

Program Design, Marketing & Management:

  • Plan, coordinate, and oversee licensed before and after school and school break programs if needed.
  • Assess the needs of the students, parents, and community and develop programs to meet those needs.
  • Organize all related logistics for the program, such as room assignments, schedule of activities, snacks, CCAP etc.
  • Manage and track the budget, time sheets, payroll, and approve purchases for the site working in conjunction with the Financial Analyst and Purchaser.
  • Ensure quality age-appropriate activity standards are being met in programs.
  • Actively communicate and market programs with students, parents/caregivers, school staff and community members.
  • Oversee onsite registration and support families in use of the online registration system and ensure all appropriate paperwork is completed for each child.
  • Work closely with nurse consultant to ensure student health needs are met and being communicated to appropriate parties.
  • Must be present on site a minimum of 60% of programming hours each day.
  • In case of emergency, substitute as part of ratio.
  • Work to engage all students in programing so that participants reflect the school’s population. This includes students with special needs and students of diverse socioeconomic, ethnic, and linguistic backgrounds.
People Management & Professional Development:
  • Hire, supervise and train staff members.
  • Manage the staffing levels, finding staff coverage when needed and managing a shared sub list.
  • Provide ongoing coaching of staff targeted at skill building.
  • Implement corrective action with site staff when applicable.
  • Support and supervise Program Directors, Early Childhood Teachers, Program Leaders, Assistant Early Childhood Teachers and/or Aides in all of their job functions including, but not limited to:
  • Taking daily student attendance & implementing all tracking protocol
  • Curriculum planning & delivery
  • Establishing structure, groups & rotations
  • Supply ordering
  • Managing student behavior
  • Engaging parents
Data-Driven Decision Making:
  • Use formal and informal (internal and external) data to assess program quality.
  • Compile monthly data and reports on attendance, behavior, and other identified areas.
  • Participate at least one of the following:
  • Take a leadership role in site’s Youth Program Quality Intervention.
  • Work with the Department’s Analytics Coordinator, evaluator and CPS system to collect and analyze data and evaluation.
  • Use results of evaluation to refine, improve, and strengthen the program.
Host school cooperation and communication:
  • Serve as liaison between day school staff, students, parents, and enrichment providers in a regular and meaningful manner.
  • Oversee efforts to align programming with each schools UIP goals, curriculum, policies and programs and behavior management framework.
  • Support staff in the development of a collaborative relationship with school personnel.
  • Share afterschool outcomes data with day school to leverage program opportunities.
  • Attend appropriate meetings within the school as requested by the Department or school leadership. This may include PTA meetings, CSC, and professional development at the school.
  • Attend school events in an effort to market programs or build relationships in the community.
  • Align Kadoodles curriculum with day school ECE curriculum.
  • Advocate for shared ECE space for ECE programming.
Guidelines, policies, procedures:
  • Oversee and manage site budgets to ensure appropriate and accurate use of funds according to DPS policy.
  • Serves as a resource in the area of DPS policies and procedures and other identified areas.
  • Become knowledgeable of, and able to implement policies and procedures of the district, department and child care licensing.
  • Work with the Licensing and Program Quality Coordinator (LPQC) to ensure licensing rules and regulations are being followed at site.
  • Responsible for Quality Rating & Improvement System (QRIS) and ECERS roll out for site.
  • Work with licensing consultant to ensure licensing rules and regulations are being followed at site.
  • In coordination with the LPQC complete all reports to licensing for critical incidents or inspection responses.
Responsibilities:
  • Set guidelines and policies for the center
  • Serve as a representative of this preschool program with state, local, and federal regulatory agencies.
  • Maintain the preschool program in accordance with health, safety, and licensing regulations.
  • Serve as a member of the Teaching Careers Advisory Group.
  • Develops and implements yearly goals as a part of the staff development plan.
  • Implements staff development plan.
  • Keeps abreast of current research and public policy in the field of child development, family relations, and early childhood education.
  • Maintain records that pertain to the preschool center and the Denver Public Schools.
  • Prepare reports, surveys, etc., that may be requested regarding the operation of the center.
  • Plan a yearly calendar in accordance with school holidays, semester breaks, finals week, in-service training sessions, etc.
  • Maintain a professional library for use with students and parents.
  • Supervise the management of the preschool center schedule in coordination with the Teaching Careers classroom.
  • Schedule, supervise, and plan the responsibilities of the preschool center staff members.
  • Coordinate and supervise executive interns.
  • Maintain a clean and healthy environment in the center.
  • Complete and return all forms from regulatory agencies related to the operation of the center, food establishment and sanitation report, state licensing application, fire inspection reports, human services licensing reports, and human services attendance and billing reports.

Knowledge, Experience, & Other Qualifications:
  • Strong organization skills and ability to multi-task.
  • Computer skills, with data base experience a plus.
  • Experience building relationships and partnerships with diverse people and organizations; strong collaboration skills.
  • Flexible, self-motivated individual.
  • Evidence of verbal and written communication skills.
  • Excellent communication and conflict resolution skills.
  • Experience in program development and implementation.
  • Experience in creating and maintaining collaborations with schools.
  • Bilingual preferred.
Credential Requirements:
  • Valid Colorado Driver’s License, appropriate insurance coverage and acceptable driving record for the past three years.
  • Must have current Large Center Director Qualification Verification Letter.
  • Must currently hold certification in or be able to become trained in First Aid, CPR, Medication Administration and Universal Precautions Certified.
Education & Experience Requirements:
  • Coursework and experience required to obtain Large Center Director Qualification Verification Letter.
  • Bachelor’s Degree preferred.
  • Experience working directly with ECE and school-aged youth, families and community members.
  • Minimum one year of supervisory experience.
